to approve the agenda second this public hearing is required as part of District certified budget the notice provided to each resident shows a vacuum total property taxes for district will adopt as part of the certified budget which will be adopted by April 30th those of you who thank you for being here today to value your input and our interested in hearing your comments as a reminder board members our president to listen to and receive these comments each speaker will have a magazine will have 3 minutes 4 members will not engage in dialogue or respond to your questions during this meeting nobody nobody signed up and give it to you for the certified budget presentation okay well good evening I'm gonna talk with you guys tonight about our certified budget for fiscal 26 we're going to talk a little bit about just kind of a brief refresher as what the certified is what the process is we're going to look at our tax rate and our District's enrollment go ahead Beck if you want to go to the next slide can you guys see that okay there's a way for you to have to mark that a little bit or zoom in a little bit more yeah it's on your agenda too you want to bring it up okay so just a quick interview with our certified budget is it really is the financial plan for our district for the next school year um with estimates for what our overall revenue and expenditures will be across all funds and programs um also it's part of a certified budget it's our chance to inform the public of the maximum amount that we're going to spend across all phones as well as letting the community know what our tax rate's going to be for the next fiscal year um part of the process is that the board has to adopt the budget by April then that's after 2 public hearings like what we're having tonight I'm going to go ahead and set the next slide so the expenses that we have um to certify our broken into 4 different categories um the first 1 with the instruction so that's obviously your teacher's instructional supplies and our activities um the next 1 would be our total support services so that's looking at your counselors nurses custodians Transportation kind of all of your other um Staffing board expenses things like that we also have non-instructional programs which are our district is nutrition um and then other expenditures which is looking at our debt that we have facility improvements in any AA 43 dollars that we would still have and the goal is is to cannot exceed um what we say we're going to spend in all of those categories so that's really kind of what the the point is of certifying those amounts so when we talk about school budgets there's really 2 components um you know that are the main drivers for our budget um the state costs per pupil is the main driver as well as our enrollment so on this slide here it just shows a breakdown of what the state cost per pupil has been over the Last 5 Years um for fiscal year 26 it'll 7,988 that's not up a whole lot from where we were in fiscal year 22 so there's already some challenges there um with being able to you know fund appropriately um and then our enrollment count is the other factor and that is taken off our count in the fall of the prior year so what Becky certifies for our district that then the next year is what's used to help calculate um funding that we get go ahead go to the next slide so that state cost per pupil if to multiply that times our enrollment number and then you add a few things to that such as a flow through at risk Dropout other things like that that's really looking at what our Combined District cost is and is really then essentially the founding you know that foundational building of our spending Authority that we get for the next this year and our spending Authority really is the maximum amount that we're able to spend out of our general fund dollars so it's kind of like a credit card once you have a you have a limit and you can't go over it and that's really kind but the concept is a slimming Authority is um and then that's funded through our uniform property tax levy our state Foundation Aid and then any additional property tax levies that we may have go ahead and go to the next slide Becky what does it look like that maybe zoom out I don't know why it looks like that anyway that's okay um so we've kind of already established that our enrollment is a key element of our funding formula and so I thought it would be good just to kind of take a look at what our enrollment history has been sorry this slide isn't really displaying appropriately but at the end of the day um Over The Last 5 Years our enrollment has seen a decline our applying that we see year-over-year does vary um so that does kind of make it challenging to budget um but at the end of the day we have seen a decline of about 33 students and so between that and our supplemental state aid um really not necessarily being adequate either those are just the things to take into consideration when we're looking for future forward at how we want to manage our budget and expenses go ahead and go to the next slide Becky so the other component of the certified budget is our tax rate so I thought it would be good just to kind of take a look at what our tax rate history has been and kind of what we're looking at for fiscal year 26 so our proposed tax rate for next year is 1456 1456 cents that is down um from last year however there are some noticeable differences expensive than what we're levying um those amounts vary there's a couple of quite a bit different so I just want to kind of talk through those with you the first would be our cash Reserve Levy um that amount um in the past we have not levied for cash Reserve um that hasn't been available to us to to Levy from and the purpose of that is to really kind of help school districts kind of bridge the gap to help with um getting appropriate supplemental Aid to kind of help with that 1 1 example would be you know we run a special education debt that you know we we spend more than the way we get to the Biden's businesses and special Learners need you have the ability to Levy some of that back then the following year that's 1 longer than that yep and there's a formula that's that's used to help determine whether or not that's available to the district and I know last year it wasn't um I can't speak to the prior years as to what the case may have been but this year it was so we we took advantage of that opportunity um the other big difference is in our management Levy um that amount did go up and we share the 4 with the board you know is our challenges with property insurance increasing um we're looking again at a potential increase of about 20% and so that's factored into how much we need a levy as well as just deductible challenges that we have with wind and hail and then our um Network address risk pool also was going up next year so we need to make sure we're we're funding for that appropriately and then the other thing we could use that um those Levy dollars for is to fund um future retirement early retirement offerings the other difference is um our debt Surplus Levy it is down from prior years and the main reason for that is that we are we have the option um to do a debt Surplus Levy um which basically is levying the difference between start that obligation amount and the maximum of 270 and we opted not to do that this year mainly to kind of help offset the costs with the management Levy and and that and keeping our tax rate at kind of that acceptable rate so we'll kind of see what next year brings us to whether or not we're able to kind of shift back to them go ahead Becky to the next slide so just while we're looking at our tax rate I thought it would be good just to do a comparison of kind of where our district lies um in comparison to our neighboring District as well as some of those in our conference and we are kind of in the middle of the road um as comparing other districts backers up there I think that they have 18 I can't read it from here thank you I'm on the high end and I think West Marshall's coming in 11 point something I can't read that either um but we're kind of working at mid-range so I do think that's kind of a comfortable place to be um when we're looking at our neighbors look at that silly 1 a school and then marginal there is no less than or not yeah yeah yeah go ahead and go to the next side Becky yeah so out of that 14 dollars 56 sense um of our tax rate out of that there are some things that the board has the authority to set that impact the overall tax rate so those would be our um board approved peple the management Levy instructional support Levy or cash reserve and our debt Surplus um Levy the instructional support Levy is funded a couple of different ways um we have it there's a portion of that coming as property tax um through a property tax rate but then the bulk of that um is actually supported through an income store tax um of 5% and so that's where you can see that the bulk of the dollars are coming from um go ahead and go to the next slide Becky so then we've already talked about the board on as far as our overall tax rate with all those things we just talked about about that makes up uh 3.92 of our tax rate so the other component of that is the voters um and the voters um portion of the tax rate that they have control over is $2.74 which is our voter approved couple and then our current debt obligations that we have then the bulk of the rest of that which about 60% really comes from that state funding formula that really is outside our District's control um and that is $7.90 so it's a good portion that's kind of out of our hands go ahead so kind of taking things back to um the certified budget and our expenditures um tonight what the board would be looking at at our board meeting is to adopt um and certify the maximum amount um in those 4 categories we talked about um what's listed here in our our slide today is showing you what's budgeted or the fiscal year 26 certified budget amounts and then it does a comparison with kind of where we're at for a fiscal year 25 and where we were for fiscal year 24 just to kind of have um some sense of kind of where how those compare and how things are changing um the idea is is that we would want to build in that spending capacity within our certified budget to kind of give us the ability to you know work through expenses as they come up unexpected things but if for whatever reason if we should exceed that then we can always amend that um during that budget year by end of May next slide Becky so just in conclusion then steps here is for the board to adopt the budget at April our board meeting tonight um I will turn that into our County before the end of April and then they will have the state review it um they'll finalize everything and that typically then um rounds out the certified budget process usually by the late May any questions okay if I have anything else with the budget motion to adjourn all favorites yeah just yeah we'll get that sell system okay we'll call have a question just say I post correspondence nobody signed up tonight good news it's several things there some of them I think you probably already seen on social media there's a mention there the Mustang construction program and the tool donation welcome to all and I think that was around 9,000 is that interesting so great great donation that program uh we haven't had card card Dudley officially in the good news we mentioned him last month um and he was uh selected to compete mostly speech I will be hosting District indigenous speech next school year so Market calendar February 26th or 28th 2026 we have the Special Olympics basketball skill and competition in March Sky only got Fifth Place East and forth and Dylan second uh we have isas test completed now I think are all our makeup's done too so uh they've gotten a lot better about getting those results back since they've gone online with test so you may hear something get this spring I know we're scheduled for um for Sak we're going to go through some of that data in an upcoming Sak meeting in May and uh we'll probably have some information for you we're coming on that uh high school students uh and vocal and solo Ensemble competition all of the singers received Division 1 ratings which is great so congratulations to them we have spring Sports and other activities rolling we've got the district or the uh State qualifying track meet and we're hosting May 15th and then a big thank you to Bill uh who came into our middle school and donated 1,385 for negative student Food Service balances so um and I I apologize some of you may know Bill's last name I hate to butcher it but his last name is spelled c a g n o and I don't want to miss the Nelson there be no bill so we we have a issue to thank you to him and we thank him publicly tonight any other good news the board or anybody else aware of I'm going to the comedian please uh start with facilities Rusty's got a lot going on I miss something uh big thing is the mineral Elementary wanted we have a quote for the inside work on the agenda tonight in fact I think we need people tonight right um also Middle School gym resurfaced and scheduled for 2 weeks August we have full 2 weeks going to really upgrade that facility top all lights are are going to be set by the 23rd of this month sounds weather storage garage over at the baseball field Mustang construction working on that they've got the inspection completed for the rough frame Dan Myers donated some concrete to the project as well as doing a bunch of other concrete work thank you also the PC playground renovating that space um I think we have some fun on J and I for removal equipment anything else no finance a lot of talk about the certified budget you guys just heard that presentation we have a pretty pretty good budget for next year uh 1 of the things we're talking about tonight be the nutrition um fun so necessary increases the nutrition but other than that Finance is looking good everything at the Committees thank you okay we'll move on down to consent agenda take a motion for approval everybody's ready there big thank you yeah very pretty pretty incredible I mean 47 years this is 47th year in education 45 here at PCM so that's a pretty uh that's a pretty tall order yeah he told didn't want anything he didn't want anything unfair because my daughter emailed you yeah he might get a little better we have a motion and a second to approve the consent agenda all those in favor say I I anybody post okay down to District the mineral Elementary leader in yeah okay I love you okay when you've seen it with you you just want to see it you want to start it early okay yeah 5 balance of the student or his team and we want to tell you about I never do if student a chance to share their talents and Leadership skills encourages encourages a possibility culture culture for teachers and students allows the whole school to work together as 18 team setting schools and teachers potato chips and life skills every student and teacher are leaders but I have seen we are 1 meeting once and then reading monthly Assemble support and then that and clubs for ourselves our class and school I don't remember jobs we have lots of opportunities to for example I am a reading buddy some things our students the these you are birthday cake boxes there are students your decorating contest 4 a Gaga meet these together as a community is this Friday from 9 to 10 you are invited to see our projects and learn about our jobs and clubs any questions thank you so much for your time no so it's pretty brave of them to come and you know share to you guys but they wanted to do it you guys have any questions for them would be a lot more entertaining if they just bought out right yes you had a great job guys they said what grade are you in you tell them your grade and second grade and first second second we have kind of a mixture first and second grade yeah it's mostly second but there's a few firsts yep yeah yep do you like Leader in Me yes hey I think the Prairie City Lighthouse team has some things to share too thank you thank you doing where the PC student Lighthouse team and we have a playground update we will starting by introducing ourselves I am not an email I don't understand enforcement unavailable some of our goals for CEO and shape are to update the playground so there's age appropriate for a third the fourth and fifth graders secondly we want to add more green space to play football kickball tag and lastly we want to have a safe place for all students to play during recess Atlanta it it is all hard dirt now and when it rains it is very much careful allow us to play soccer year round we are updating the basketball area with basketballs basketball backwards groups and events we plan to add Sheriff to the go off net to save our not do you have some other things we want to be planning to do for our playgrounds what we want to uh for that the things we want to remove is the b 1 already seen this program but there is not like this equipment is more appropriate for a younger students the goal is in the way and students can easily run into nobody plays in the sandbox and it is a germ pattern this whole area would be cleaned out the ground would be level and Care will be put down planning we thought about what equipment we would best we best to keep we originally talked about taking out the big playground set but that is where the majority of students play and it is more age appropriate we also discussed how community have a community uses this space and how we need to keep keep equipment that works for all ages with the big equipment does on the black top we can play tetherball for square and pop touch this area is where the ball is currently being played we will get this done this summer Rusty has a plan any questions so what what kind of process did you go through or how do how do you get these conversations and decide all these priorities that you told us tonight uh 1 of our meetings we were discussing what we had um do like with snowboard playground stuff we're gonna get some new students next year in the second grade they're trying to get rid of some of the equipment that we didn't want and add some new equipment we also went outside and looked at the equipment and knelt down and we wanted to keep it or get rid of it like stuff that we didn't use okay just out of curiosity if you don't have anything on your playground what we have the zip line balance great job that was very well explained thank you thank you computer and I don't know let's go down moved over properties yeah this is a necessary step for that project you just heard about I have a question on the park that they're wanting to remove any of that have value for anybody else um a couple things of that 1 uh not really because the age of it but the second part I would discourage districts from getting getting a church is a set of equipment or something just from a liability standpoint especially with this equipment when is it Rusty it's uh 20 year old equipment and 1994 right now so so I mean there's not tons of value there and I think the liability would outweigh any any value in it is there any cost going to be with this or anything there's going to be a lot of work that Rusty does uh yeah go ahead some rental of some equipment the turf I'm getting from talk to the guy that actually did our field and they're redoing auntie auntie football field this summer or Gilbert football field and we can get to her from them I have to go get it and load load myself do all that stuff but but I've done that before softball cages that's how I got that Turf in there is the soccer field done in Kansas City I've got another Turf from Drake stadium before um if you got a truck look for you and you haul away and and take care of it after that you just roll up then or is it yeah it's a big rolls okay 34,000 pounds a piece I get rolled up on pallets nope it's just a big role looks carpal it took about 60% of the uh River out of it and reuse it but there's less than half the regular still in 1 in the carpet between the turf we've been looking at the purchase of a dump trailer anyway and to have it with this project would be awesome uh as opposed to having to run for a daily feed perhaps I'll probably have to have a small backo to help move stuff around but when I did this 1 down here at the softball field I had to use a skid loader and a back total ground it's a river I remember when we put the football curve down on our field that we put extra stuff under today for head injuries and supposedly knee injuries Etc this wouldn't no this is I just measured about 75 by 93 is kind of the area like the amount of space it is I have to take 1 of the old ash trees I need to take out anyway I'll take that out probably 2 extremes there since they're both both dying I'm probably take 2 of them out I mean there's going to be 1 Tree in that in that area yet grading and it won't be perfectly flat because the ground is it will work like that but I got a good carrier all the way around sidewalks and other railroad ties and stuff so there's a barrier there so it's going to take a little bit more than a day or so zipline insurance guy left so we don't we approval second the motion to Second for approval of disposal property all in favor say I I opposed approval for 25 years for graduation there they are in all their Glory I just need there's a couple names on there I just want to clear that we'll need to be removed but we many removing does that make any hard problems okay if you could disapprove all of those and then um all the ones that you need yeah you're you're approving um pending successful completion of all the graduation requirements and so we have a motion and second to improve the 2025 seniors all those in favor say I bowling sharing the journey was broken same thing we've done years past with Southeast poll um they don't charge us at all to have our kids go up all the average about 1 or 2 kids per year that take advantage of that motion second including 2526 long sharing agreement followed with favor the financial facility through 2526 here at my budget you saw the presentation about yeah nothing else really to add um if you guys have any other questions about anything but just me to going about that so I can proceed On To The Next Step we have a motion second Becky can you her role yeah L yes yes motion carries set public hearing to school year 25 budget yeah so kind of what we talked about with the certified budget presentation saw earlier is um sometimes we need to um amend our current budget year like we think we're going to exceed any of those core categories and um instruction is 1 um that we potentially could have an increase in um and so ultimately we need to amend our Budget prior to actually overspending um the amount that's listed there um you know is kind worst case scenario keep in mind if there's a cross all funds and so in order to um go through the amendment process we do have to have a public hearing and so what's um before you tonight is just to schedule that public hearing for May 19th at 5:45 prior to our board meeting on the same day question set to public hearing to amend basically your 25 certified budget on over the day 1945 they say I buy opposed motion carries employee Insurance renewals talk about these work for um unless Aaron wants to bottom line uh insurance rates growing up um as we went to budget process uh we've decided that the the district would absorb this cost uh this year knowing that in the future we may have to make some plan adjustment ments or past some of the expense along to employees at some point um we did work with our um with our insurance agent with wilark at 11.75 was better than the original number we which was close to 15147 or something um I don't know we I guess we are also adding some voluntary uh kind of value added things the district will pay for them but they haven't been a available to staff in the past uh and so they will have some new coverages they can select to choose uh and then there were some things that did not increase and you see that in number 2 their life and and disability and accidental death and dismemberment independent life all those stayed the same Dental premiums stayed the same it's really the the health insurance that we've seen the increase with um I don't know Tanya anything else about the process or where we're at and you want no I guess 1 other thing too which will be great long term will be automating the renewal which I can tell you from from getting insurance through another District where it's online and very simple to renew in minutes um we haven't had that this will be a great uh paperwork reduction it'll be good for uh our staff in terms of management as well as the employees this first year they will schedule large group meetings to talk through with employees their options and and the process and then they'll have individual phone calls and then after that it should be automated correct yeah future years they'll just they'll get a link and they can go on online and make their benefits so it'll be a lot easier process for them I just want to say thanks to Aaron she's doing a great job of getting all that set up there's a lot of leg work on the back end so um to get all that launched so thank you is is uh the rate Empire award contingent on claims this year yes I mean that that's the primary factor you know are we work for better or we have a lot well no worries our claims experience would be worse um so that would warrant the increase and then you know 1 Mark has their way of kind of determining you know their risk and there's a few other things that they kind of factored into that but yeah I'm not sure that we can anticipate that to probably you know change sometimes really out of our control else there just we don't have to do anything move to student handbook Amendment because that's uh you you have on your uh approved the insurance renewals is that an action item oh you're not necessarily okay okay I'm making sure I don't think we have to have I think I don't think we have to have board action I just want to make sure that I can be here but you could see everything yeah so we need a motion to approve there so again all those in favor of approval of employee Insurance renewals for 2025 or 2026 say I okay now we'll go to student handbook okay um normally we would I would wait um and and just have changes in the handbook um but I am proposing an amendment that I would like to get taken care of a little early this year just solely because it is going to be a pretty significant change that I would like to frontload with some teaching for the students um and putting in front of student and parents before uh before the summer um so I would like to start requiring our students to keep their backpacks in person and their in assigned and locked lockers um if you have a high schooler or a friend of the high school you know right now they currently carry their lives on their backs um it's very heavy um and um a lot of schools are going away from that I've I've done quite a bit of research I'm not sure when it started that kids weren't keeping their backpacks and their lockers because when I first started teaching they were um but there was a shift somewhere in there and now they don't use their lockers at all um and I am proposing this for a variety of reasons 1 it will decrease the Clutter and classrooms uh we have big people and small rooms um and it is very hard for teachers to navigate up and down aisles um student theft is an issue um and so if things are locked in the areas that were there our cameras um then I think hopefully that will help and then just safety reasons Contraband um just not having these places to put things um that they might not are maybe aren't supposed to have is the main is 1 of the main reasons as well um my teachers are as you can see are in complete support of not having backpacks in the classroom this also would include purses um if you read through the policy um I actually asked them on uh Friday during PD do any of them have textbooks that they require students to be carrying around the answer is no there is not a single teacher that requires textbook they're either kept in the classroom or they're trans folks are on their computers um so if you look at uh the policy that I'm proposing um the backpack purses to Etc must be stored in the student lockers by the start of first period um they encouraged to use like pencil pouches or things like that for uh pens and pencils and calculators in talking to Tyler he he said you know can we please require them to use computer their computer bags which is really all they should be having to Paragon rounds and there is a pencil case attached to that but that a lot of them use the pencil case it's supposed to be for their charger but most of them don't use it for that um you know we would ask that athletic bags and things like that they can store them in their locker but um athletic advisor instrument bags should cases should be stored in the designated spots in the locker rooms or the band room any student who has medical supplies will be allowed to carry that around if um as long as it's documented and approved another change that's part of this is we have students go constantly going to their cars throughout the day uh to get things that they forgot and this is this is also a problem um and so we are going to implement that student are not permitted to go to their cars during the day um it's kind of a revolving door and you don't have the capability or the staff to see what they're doing when they're going out there and I know a few times it has been things that they shouldn't be doing how many times do they leave the property when they go out say that again sorry how many times can someone leave the property where they actually leave property the property but you know in some kids and again some kids go out because they did forget something but um they kids are going out to their cars constantly throughout the day um so this is good that's part of it um and then the school issue computers must be a computer bag Pace I have the consequences there and then my rationale um was said so my hope is I have uh the presentation and the advisory lesson ready to go um if you do approve this uh for our students my plan is to present it um and teach it to our students in grades 9 through 11 and then uh present it to our incoming freshmen at freshman orientation um which is at the in the middle of may excuse me um and then students will pick their locker Partners um during that advisory lesson as well which is how we used to do it um so you know we'll just we're just going to go back to the way that it was so they can go to their lockers doing class they'll go to the they can go to their lockers during passing time and if they need you know maybe they did forget an assignment in their locker that's much better and much easier than running out to cards and what is the passing time 3 minutes I've always thought that the minutes is tough I always thought that was very I can promise you it is plenty of time when we had our when we had our eyes remember our out our classroom our trailer it was still enough for students to come inside from the trailer go to their lockers and go to a class on the other side of the building so um it is it is plenty of time so that's what they had when I first started and and it worked just fine so they do have 5 minutes so um from 8:00 until 8:05 to drop their bags at the beginning of the day and then that's that's it I mean the bag's there so they should have everything else they need for the day in their hands um if they need to run to their lockers uh then they can do that during the passing time how many user lockers now like do they use them at all none that's like my guys who just graduated so they don't even know where their most of them don't even know where their lockers are is there any push back from students at all that they don't know yet yeah how long is the culture done like this I I don't know remember so they use so I taught for 7 years um starting in 2009 and they used their lockers that entire time and it must have been somewhere in where I be was an instructional coach somewhere around I don't know the locker still have they still locks so it's so since you've been principal they've been carrying it back that yes would you start as principal 6 years ago this is my sixth year Co year that's all I remember so what year that was seems like I'm curious what what the reaction is my daughter I started a great idea I'm curious about what the reaction would be though I'm not saying I'm supposed to but here's about the reaction is first tell me I can't have my phone now you can't have a backpack they can't have both policy for us isn't changing next year I I I know but you understand like I have to come to class and learn yeah I can imagine and the more time I mean if they're willing to leave a bag at home to go to a sporting event you would think that they're willing to leave a large bag at home you know they we're giving them a place to put it they may realize very quickly that it's nice to not have their stuff stolen um or you know messed with or things like that um just for your day why they started carrying your backpack wouldn't we have any trouble feeling out of the locker rooms probably 4 or 5 years ago maybe 6 I can remember seems like we've had the cops in there we yeah I mean they still feel that was when found the switch main well they still steal out of the lock but you say locker rooms or the locker oh the lockers that was probably pre cameras yeah yeah and so that's why I'm thinking free cameras they probably started yeah I mean our hallways are covered by cameras yeah so so what what's the earliest that you get in the building uh we have teachers their starting at 7:40 with can students go in at 7 they will earlier there's just not you know so they can get in the building probably starting at about 7:15 we have kids that are even earlier for like dance practice and things like that I just went with going that that project bag to the locker room and the backpack and they they do that now the athletic bags they take to the locker rooms they just don't like them up I know the lockers at the middle school you can't I remember when we were in school we would like jam a lot for the you didn't have to do the comment on and now they can't do it can they do that at the high school no they cannot they cannot you're gonna have 300 kids not you cannot you have to have your own car is that correct we provide Locker we provide locks for the locker rooms is do we offer them in PE and fitness the students opted not to take them and um that is and again that's kind of Beyond My Control there are no cameras in there there's it's almost impossible for me to recover stolen items out of a locker room so yeah we have the same thing at the middle same need a motion I wish you good luck in presenting this I guess really 1 second the motion is second to approve the handbook amendments all those in favor say I anybody post motion carries so the baker group was the low vision that's what I'm recommending um have the other 2 contractors there this is all the inside work um 5 foot out outside the building all the way in up the domestic and leaving the sprinkler deadheaded for a future project I was planning this is this is going to plan what's left in this project I have 1 question sorry okay uh sprinkler system in school okay the entire School we have to do the Sprint we're inside or something no you don't have to do the strength or inside but it will be there for for that option okay put the water man in replace anywhere right yeah domestic we need to replace it anyway so it would do us all just a good idea for the same time yeah we'll see down the road I'm just asking the question you know we we did the re remodels we put that firewall in do you think we need the sprinkler system eventually okay um according to the architect there is you can either have sprinkling system and not do any firewall or you have to put firewall in and not have a certain system yeah because we did the firewall we didn't have enough pressure in the small line right but now we do because it's all 8 inch 6 inch around the city and all looped in so and run 6 all the way into the into the boiler I know we need but I'm just asking that about the firewall that we kind of pricey when we did that this doesn't this clean up the water here in this school it should clean it up a lot I'm not saying it's going to be perfect from the inside cloning also but it motion carries that'll be done during this summer then yeah that's fine athletic training contract I've got that 1 uh you're paying me take uh we are at time to the point of the Year where we want to look forward of what the athletic training kind of program looks like I don't know if you guys had a chance to look at the uh recommendation I have typed in there I'll read over a little bit just to kind of give you guys a glimpse of what we're looking at um just taking a step backwards we previously used to work with pellet Regional and pellet Regional it was last right it was late in the year kind of in July June that I got noticed that they dropped their athletic training program totally so they don't have an athletic training program so that brought us back to board to say what what's next what options do we have um that's when we landed on Select Physical Therapy uh and they they've done a really good job for us this past year when we entered in with them it was kind of beginning of August uh we we kind of went at it and alloc carte menu style I'll explain to where we were doing it wasn't a package it was kind of an hourly hourly rate that they were charging us to come and give us their services and and it was kind of piecemeal because it was the last minute deal and so they're doing the best they could to cover and and we kind of pay the bills as they came in um and so we've had a really good experience with them uh and that that is our recommendation moving forward uh to continue to work with Select Physical Therapy uh I did go out and we got a couple different bids for this project um and as we want to talk about that a little bit is um there it was an Apples to Apples when we looked at 2 different bids so Select Physical Therapy they're going to cover our Middle School wrestling middle school football the lower level football um our baseball softball programs which haven't been covered in quite some time if to be honest with you ever uh and they're going to come on site which this is a pretty big deal to me Select Physical Therapy is going to come on site to our high school and offer uh physical therapy to our kids at need it because what's happening right now is our kids that are injured and they're in that rehab process they're having to take time off school drive up to Altoona bond gets this with therapy drive back um and so there's some travel time there's some missing of Education time uh and and so it's a huge convenience factor to me that they're willing to offer that um and so those were kind of the big differences between the uh the 2 different bids and I I broke down the the price point I know that price point right now I think for next year is set at about 38 thousand dollars I want to make sure it's clear that that this is an additional 38,000 to our budget so this year Tanya and I did some math with select we're anticipating to spend about 35,000 uh with our alloc carte menu style that we did this pasture so this this is not an addition to the budget it's just kind of a continuation of where we currently are um and so those couple things were were the main differences I saw and I I did a breakdown of how much other charge per hour and that kind of makes a little bit more sense in my brain um and the hours were completely different but the 2 different groups and and uh both of them were right about $30 an hour is what they're charging um and if we go back to the alloc carte menu that we did this past year their rate was right around 55 dollars an hour plus mileage um so that's kind of a walk of where we got to uh where we are now kind of the recommendation questions just calling place in high school is now on staff your bigger schools have like athletic trainer that's staff just like a staff organization um and is there you know whether it's half time or whether it's there the whole entire day depending on what the need is but I would say for the most part for especially our school our size it's 5,000 each year or is it so if if you look at the contract it's on the back page so this is a 3-year agreement uh and art and I talked about this a little bit I don't love multi-year agreements but what I do like about this if if we were to change athletic training providers every single year it seems like we're kind of jerking our coaches and our kids and our families around a little bit so I think consistency with with with this type of practice is is best so this is a 3-year agreement and there is a escalator that is that is in that so each year it goes up just slightly uh and these weren't the first numbers they gave me there was a little bit of negotiation that I did prior to bringing this here that I feel brought these numbers a little bit more fair and accurate to what we currently have and we have things like this in our budget um so it is something that currently exists in our budget is Jeremy said that it would it's it's not in addition to it would just be increasing there was an increase to that for next year yeah I can give you a testimony as a head coach due throughout the year they've done a great job of taking time I needed something keep it on a Saturday night on the way home like textured kids and they were on right away they did a great job actually helping the families and the kids get a hold of different surgeons and different different therapy Physical Therapy they they were more than willing to help with this they did they did a good job for me A lot of times I was really impressed quick example football nights when somebody was hurt they'd be on the horn with Mom and Dad before the game is over let them right here's what we got here's the plan we got appointment tomorrow so they're they're followed through has been great uh and and not that Pella wasn't the Pella was spread pretty thin I think that's probably why they're programmed to solve um and so we've we've been very happy with the select it takes a lot of pressure off your coaches first of all I I came up coaching in 1980s where you you didn't have trainers then you could get in a situation where you know depending on your coach you know they're they're making decisions they shouldn't make uh treatment decisions I think we've come a long way as schools uh when it comes to like concussion protocol as 1 example uh and then just the the treatment you know peace of mind for parents knowing that you have an athletic trainer uh trained person right Theory and consult with so it's uh you know you asked was typical I would say the vast majority of schools have something now not all of them have the the trainers coming on site which is a huge benefit instructionally you know to save that time for kids to keep them in school uh and not all schools get full coverage for you know year round for all year programs but you can get injured and softball or baseball just as easily as you can you know rest in your basketball so I I'm really happy with the coverage we're getting like most purchased Services you wish you could be more economical but you know when you when you pencil it out at $30 an hour for the people that are sending in the education they have going on in yeah and to the education piece and salaries recently increased and that's why central dropper program and that might have been in connection with Pella Regional but it's now a master's program that it takes to be an athletic trainer so that's part of the reason for some increased too they take this fee in Lugo file insurance for for uh Physical Therapy no no the good part like my daughter got a concussion last year and we had to go to  ants once a week and she missed I don't know 1 or 2 periods I suppose you know then I should be able to do that on site no I I agree I I just I would say the fee is for them to cover all of our Sports the the the physical therapy is just an added bonus and just like any else the parent has the choice of where their kid gets Medical Care at and so this is just a convenience factor so if if somebody's you know Dad is a physical therapist and they'd rather go there boom we're not holding a mouse as you have to go here no I knew about but I was I was wondering if they charge for the service to the insurance company as well as getting our fee from us for their availability for the for the treatment um yeah yeah for any it says it says that in this contract point I was looking they're just using our room to do it right correct and and and I think and I I need to touch base I think they actually will be renting out our space to to utilize that they're going to pay us small copy yeah yeah is there enough room here for him that was my question yeah so in that small little training room that Rusty um renovated years ago that everything they needed to win that's big enough for him to just like when you go to  in it's like this size so I didn't know if it was big enough very important I can find this real quick for you doc if you'd like to see yeah I'm I'm I'm almost positive they're they're charging the insurance I want to see how could be a nice if you go to page 13 it says Exhibit C physical therapy service second bullet which there's no secret they're going to make physical therapy it's like they're making money on Physical Therapy Services now so it's more of a convenience factor I think for us especially with our location unfortunately by his own convenience factor it's an urgency Factor yeah you try to get a doctor's office nowadays you your legally fall off by the time you look at it especially especially especially especially yeah yeah we have motion second to approve the athletic training contract all those in favor say I I anybody opposed caries fundraisers not too much there I don't know anything about those I think these are pretty um small scale maybe maybe Jeremy knows something if you have questions we talked and I guess I'm going to talk about it in our executive meeting some of these don't always come back to the school so everybody's aware of that I think the baseball 1 goes to the athletic boosters is that correct so that's correct and that was kind of the last section decision they actually filled out a fund so I think that's why it got here so I'm just gonna deliberate to the rest of the board is we're still wanting to see all fundraisers even if the money doesn't come right back to the school I I that was when everybody wanted to see actually if I recall right we know our concern was that we're getting some new fundraisers that people were getting that's what I explained to Jeremy so we would still see them all but they might not all they might not all be going back to the school right like is 1 probably right so from my perspective I'm happy to put all the information I know about there but there's a lot of different other groups that pseudo represent PCM and so there could be some things that we aren't aware of yeah just so we can see that was what we wanted to do is see you know so we worked over over fundraising I guess so I've been in a lot of different School environments I feel like I mean we've had a little trickle up but any month I don't think you've had any more than maybe 2 or 3 and a lot of them are not large fundraisers are you feeling pretty comfortable where we're at yeah I do I mean it's got we started the several years back and it got to be where we were seeing several big fundraisers go off at the same time and then you never yeah and I guess from my 1 thing I would say I appreciate us being able to get something going and then just give you hey by the way here we're doing this versus actually having to come to you for approval because that that sometimes isn't isn't great timeline 1 yeah because some of them have already happened by the time we my woman I don't do anything yeah I think I think that's what yeah our board policy actually says approval that's why the main reason they started bringing it to you mostly work on it uh but it's a much cheaper quote than last time yeah so I went out after a lot more reading and started trying but you know putting the Steelers out and got in touch with somebody out of Audio Lab they came out on the 8th of uh April kind of took a look they had the owner came out and then 1 of their installers and they kind of looked at it and said okay well you got speakers up there we can just run there should be wire over here and so they kind of climbed up in the Crow's Nest and looked and then the wires were cut a couple of years ago so when they painted the gym they just cut those wires so we were we were a couple we were a couple Snips of some scissors from away from probably a thousand dollar project instead of a a thousand dollar project which was kind of a fun but what they put together in this quote right here is just really Plug and Play they've got a box set of lock you turn it on once and it's on it stays on um you can Bluetooth to it um have a microphone for having assemblies and things like that um I think that Tri-City Electric came in right at 40 grand these guys coming in 114 is a lot seems a lot more reasonable um what's the difference be that big of a price spread the other 1 include a new speakers oh and a digital mixer just kind of more um professional great so and 1 Thing Mr Smith made a good point we kind of the 3 of us were working a little bit together and this is it on the Tri-City 1 nothing had a price next to it you know it was just you're going to need this and this and this and this and here's your total we're this 1 has everything 1 item now which is which is nice to see as well so um guy said he's done other work in gyms and does businesses in new area they're highly recommended so I I feel good about this and obviously it's a the last what all is this going to be used for um so basically as we upgrade the space right we're doing the floors we figure if we're going to do the floors let's get the sound system in there as well let's not touch the gym for another 10 or 15 years um it right now it's the most used space in the district as well in terms of like reservations there's constantly somebody in there so practice is 1 to use it for music x y and z um Bridget for her gym usage uses every day she's music every day um like to start with the kids they start walking when they come in and then when she gets play on music she you know she pumps out some high energy music and the kids run and they do what's called their cardio 5 which is their you know they're doing sprints down and back and then doing sit-ups and push-ups and those types of things that she's playing music for I'm on um assemblies for students so last year we had the FFA come in and give an assembly and the uh in the gym uh did a bunch of relays trying to get kids hyped up to be an FFA next year we've got uh the DECA team coming in later in the month um those types of things because right now we've got to have the uh we have the assembly we've got to have it in the auditorium which is a nice space but it limits what you're able to do with kids especially in the middle school you're not going to have a you know a relay race or something on an exciting for kids in an auditorium um yeah homecoming as well when we have the band come over and play um have an opportunity to at least have a usable sound system and then special assemblies that we might have like our staff for students basketball game at the end of the year I'll be able to have a microphone there we know we do something during every day during homecoming week as well um any other thing was I believe Tyler and Tony picked them all we had this Budget Inn for fiscal year 26 as well and so the ability to come in quite a bit lower I think that's good for our budget is good yeah we have budgeted for the 40 40 so it's a process and everything we budget will come in at 14 iron motion the Middle School sound system all those in favor say I know all right anybody post motion carries thank you 88 a purchasing agreement you want to speak to that girl um yeah so I just I have the agreement there we have belonged to this for a number of years it helps like our small you know we're smaller so schools across the state belong to this group and um we should be getting better pricing belonging to this group and um you know they take a lot of work out of it doing the procurement and all um so I have it on there for approval doesn't cost anything just gets you in the in the group and then you can purchase through there but there's no yeah so that's our food um small chemicals but you're not paying anything along it's not like I've got to pay to belong to Costco or Sam's Club know we don't pay anything additional to it yep and then they also offer like search save classes in the summer that are free for us to attend so I send our kids and staff there in the summer like they have people that will do the trainings motion second to approve the EA purchasing agreement all over Thursday I post motion carries school fees school fees we took a a close look at um and did did quite a bit of comparative day with other schools around us schools similar in size uh We've elected to hold them here for this year anticipating that you know you may need a little adjustment uh a year from now but you have the the proposed fees of the same that they want this year uh Elementary Book fee $50 Middle School 55 bicycle 60 uh the high school particular is that that's uh pretty low compared to quite a them just because of the cost of curriculum licenses a lot of online uh curriculum but uh but we're conscious of trying not to raise you know all of our fees at once and we're going to ask for an adjustment on nutrition fees a little bit too um the van rental fee uh was a new fee this year but just again to to reiterate to what that is that's only for a student that would be using a school loan instrument and that's that's for the year and I could tell you that um you know it's it's a minority of students that are using the school loan instrument there are costs with replacement repairing those that Park seed anything where recouping here that if you're renting an instrument uh I haven't rented instrument for years but I know in my 34 year old son played trombone in seventh grade we were paying $5 a month so you know it's really a pretty small ask I guess but I want to clarify that that's not applied to all students all these students using a school loan instrument and that was new this year I would like to keep it that same level next year uh we talked about activity passes as well uh know increase their um you know we we do want to encourage people to come to our event those are comparatively low to a lot of places but uh we feel like we're we're okay for next year leaving the fees where they have been how did the changes go with the activity passes been well received yeah really well did have some yeah we had about um 25 to 30 people utilize the bunch pass and that was a super easy transition for us to do so I people are using it will continue doing it for approvals for motion for school piece so second that motion to improve school fees for 2526 school year all in favor say I any opposed motion carries Neil fees we've talked a couple times with finance committee about this before we had um new members on that and then and then most recently tonight uh and I I'll defer to Carrie and let her talk to but she's she's got a a a pretty good summary for you there basically we have um lower sales of meals we've increased prices just twice in 12 years um so we're we're over dere overdue for a little adjustment there we have an increased milk for quite a while correct um and and we all know what's uh what food costs have done you know it's still very economical to to eat a school lunch whether it's a a student or an adult um and I there there are other measures being taken I know we are delaying some equipment purchase in the fall and also Carry has been very good about um Staffing levels looking at at absorbing uh staff position and also throughout this year very good at covering without hiring Subs so it's not all being being put on prices meal prices we are running a deficit this year uh that uh that's a little bit of a moving Target on you what do we say tonight we're anticipating 70 some thousand deficit 90 it's currently at 87 currently 87,000 it looks like probably gonna go up um which won't make the account balance negative but it but it eats into that pretty significantly well that get is out of the hole within a year well I don't think so um I know Carrie made the comment I think that um honestly a 25 a 25% increase would help even more but that's a lot to kind of put on something in the year although uh Tony did the math and for a student that ate every day this increase would be about 25 dollars and 50 cents for the year something that so um yeah that's right so you know we're trying to balance not not throwing a huge increase on our families at the same time the nutrition fund has to be self-supporting 01 can can't support it um remind me again we had such positive in there so we are the largest we have to get this point you get the finance be recurring theme yeah all the activity passes for X number of years went into the nutrition fund that was part of the infinite campus was set up to initially facts when it launched was set up just for nutrition and as other things got added such as activity pathos um flowing into nutrition all went into general fund that that happened or didn't happen before that something happened there so when we started taking infant campus payments um when when that was set up the account number was put in incorrectly okay it's all correct and it's all corrected it's transferring now um last time we raised line prices you raised lunch only last year is that right yeah I feel like this might be the third time since I've been here that we're making prices Maybe so that's another thing we just haven't been right license but yeah I'm gonna use that as you know yeah I think this is the third time once they know several years well we really know where low people do donate we had a donation you know here and and more people know it the more we would get so but that's that's a different deficit that's just kids who haven't paid correct yeah so that's okay yeah so even if if we you know that money is there for negative accounts so yeah I mean we we added like a position at the high school thinking we needed it and then with open campus like that has for our sales and like kids going home and eating at home um we're just not serving as much or as many the high school um and so that is 1 of the places we're looking at changing the number of positions and so that that deficit isn't include like people who haven't paid no so that deficit is strictly looking at our nutrition fund not necessarily negative launch balances that's something yeah right I mean it's there but not what our negative thoughts about their number on that uh it's relatively low because we've had several donations this year that have come in um hold up speak to that but I I think we just had 1 that we got here so yeah that last 1 was to pay off anybody that was free and reduced that was currently negative but I can and do we have more than the negative that's much been paid off yeah so potentially typically when somebody brings in a donation um our policy is to wait till the end of the year unless they specifically state that they want it applied right now and what they want it applied to because um out of equity we have to apply it evenly or or we can't pick and choose who we who we give money to um so well I have it pulled up too oh yeah go ahead well I did adults and students so our staff and students I have 1100 like 1129 is that what you have I haven't got there yet I had to log in for a shorter $100 just over $100 yeah but that's students and staff where do our meal prices sit in comparison to other schools we're still in the Lower Side are we selling yeah I mean you recall there was a District close to us um this past summer that had to raise like 200 and some thousand dollars for um food service fees they had a huge donation from another business and they were able to gain and get that taken care of but there's a lot of schools that are real have a huge debt um without staff right like 774 so the students oh no I'm sorry um 1039 I don't remember us talking about the impact of of open compass on on yeah nutrition when we talked about that either we talked about it because she sent out the Third administratively at least you talked about the last year no yeah I remember you know a percentage of those are going to spend twice as much yeah and I don't see so my son's only their 1 class and he eats lunch there a lot so it depends on the wheels and the student of course so if they live in town it's easy for them to go home hopefully then Casey's been spending 8 alerts or whatever maybe I'm just a lot more punishment I don't know I don't like to make people mad but whatever so I don't I hate to like push a huge raids and meal prices on people but at the same time it's like with both the economy is doing and we all see the change in our grocery prices and everything else so I think to not do not do an increment increase that's going to help you know I I don't know I think just to say no we're not going to do that and it's going to be fine it would just be very naive with us and we feel like it's very necessary and it might not be enough people but at the same time that's what we need to keep our Nutrition department up and running and that's just what we have to do and we we talked about this 15 cents and then probably next year of course raising it again can we just put I mean we kind of brought to them in the finance meeting but can we put something out there that says we're going to make this much of an increase every year so that people expect it and it's not like a shock yeah I think we could we could try to do some forecasting and do that we are we are behind the curb a little bit is curious said you know raising it twice in in the previous 12 years I can tell you my past experience is much more common every second or third year you can expect an increase and probably until we catch up a little bit it might be it might be you know this year next year and then maybe even you know go every other year uh I don't know maybe that's something you can you can work on Carrie maybe work with Tanya a little if if we think we can forecast what it looks like in the in the coming years what kind of increase we might need a lot of that is dependent on what kind of usage you're getting how many meals you are selling which is tough to predict at times but um but I I appreciate what you're saying that that knowing and be able to being able to plan for and communicating it there's definitely value in that well I just don't know like if I didn't know if we needed to do a bigger increase the first time and then you know when we say hey well you know this is what we have to do here but from now on you can expect something like this if that would be better received by the community but still be able to cover what we need for our our Nutrition department what was our increase last year uh 10 cents I believe I think it was just 1 it was only 1 meal like breakfast and lunch okay no no for a motion to have anything else nobody thinks 15 cents is not sounds like before you get started we're gonna be short anyway where do you think it would make a difference for I don't know what my 3 to reduce um would maybe make a difference in something was to apply for free and reduce I don't know if there's some that are apprehensive now but that maybe this would want to apply for it not that they're eligible but maybe they'd be more willing to consider I don't I feel like we probably have a few families that don't apply it's better that would qualify I think they're okay we don't want to take the house but then we now this kind of is like oh I need to reassess I don't know yeah like you get 4 dollars and we're only charging the 2 dollars or something when we made enough money I guess I'd like maybe suggested we do this and and reevaluate before the whole year or so it's going on accumulate this huge deficit we want to keep accumulating we don't want to do it now and pass scheduled to be come back up in 6 months or whatever yeah the way you say I mean I do feel confident in our conversations over Staffing passes tonight that could be a big impact yeah I I do have like our staffing plans I'm confident in that should help too we'd have to reason for the new school year started though we couldn't use it many year can we you know it wouldn't be typical for sure I wouldn't want to yeah that's what I'm saying if he's saying come back to it at 6 months we we can buy way that we can get away we need to come back to it in 6 months it's just whether or not what type of action needs to happen and I I don't know but um I mean I think it's something we need to keep looking at regardless of what you guys decide to make we don't want employees going to do or anything else yeah yeah can we get a chicken part somewhere here you see it you know are you gonna oversee I was gonna be your job a new barn back there approval to approve this then to evaluate it this is going to be an can have a renewal for 3 years so that's my game plan with a moving forward second the motion and a second to approve the a for melt bids all those in favor say I I carries red bids yep um sent the price quotes out to Rotella Benbow Baker reads and Panna gold um row it just doesn't serve us our area uh Bakeries and Panna gold gave us Grace quotes um this year Bakeries was a little less um Pinnacle is maintaining the pricing that we have this year um Bakeries the um inconvenience part of it is that they just want to drop out of our buildings and um Tanya and I kind of talked about it and the difference of the savings isn't worth dealing with um trying to get our bread products to all the buildings just um transportation then the labor having my staff do it my staff hurting themselves all of these things we found um continuing with Hannah Gould who will like continue doing what they're doing so they drop here at me they draft at the high school and then they drop over at the middle school um I also emailed Piana gold to make sure that they weren't changing that because I didn't see in their quote for sure they said nothing would be changing on their end so um there is a little cost savings with the mo bakeries but the hang up is that they won't deliver to all 3 sites and again I don't think it's really savings by the time we find Transportation paying staff all the things carry mentioned isn't really mistaken yeah so for next year I just I recommend continuing with panic gold they have been good to work with so um they messed up order they're quite fix it or give us or whatnot so we have motion second to approve panel gold with a red Deads for 2526 they would say I I Rusty yeah oh or I could um we did this last year too where um Rusty um nutrition worker who had asked um he had a me Summer um work um that she could help with and then and we also put it out there um in case any high school kids wanted to work so um we were just thinking probably 2 or 3 people um the high school kids we pay $15 an hour um and then um if the 1 that the staff member wanted to help out again uh we would just pair it with nightly what her current hourly rate is um just to help with all the rest of the fun summer projects um they don't they don't get diverse um the students don't have our first have to worry about that type of cost we have 1 nice yeah yeah and 2 the year before and then kind of split some time and stuff I like it just because you have uh from both standpoints you have a a support staff person you know wants to stay connect Ed with the school make a little money help out as well as our high school kids you know so I I think it's a great opportunity most districts have been around to do something for summer help and uh we're talking about just a few people so it's not going to be a budget Buster either yeah and there's I mean there's there's there's always I don't want to use import but I've been you know painting mowing uh my older son and a friend of his were some of our custodians 1 year and uh the custodial staff was very creative about finding Dirty Jobs I did a lot of group work you know so I'm sure Rusty can make good use of uh virtually all the changes um 1 of 2 things and 1 is uh removing gender identity protective class from different forms and policies and the other is um saying or does he need with your custodian of Records who's typically Becky but um so Aaron has gone through all policies made those adjustments and I think did you copy did you make packets of policies before we reached so I made um copies for the 3 that are on the policy committee and then um we start looking through them because I'm pretty sure they're would be well I know the cell phone 1 we might get different wording for by May 1st um and then yeah a lot of it is just simple changes but you guys can kind of look through it and see if you can please if you want to I'm happy to meet but uh if you look at that the side this is not worth meeting for being we'll just put them in the next packet the first reading uh the other thing I've talked to most of you about uh Mr Becker and I grill for you for board appreciation next month now we've got uh public hearing at 5:45 also so I think you can get here by 515 to 8 or 9 so we'll keep hearing until then well uh put in put an order just in case you get to pick your what you want your protein The Season's not here we'll take care of you okay and uh so we just we just like to do that a little say little thing you guys volunteer a lot of time and uh just be a nice at a fun fun
