many many many comments from is a but it was a very very well-run tournament to give a shout out but super organized Rusty all the time he put in and everybody who help work it does take a village to pull those texts things out I'm dropping this year and so I was pretty exciting and exciting that our wrestling team won and so when we had a collaborative professional development first time we tried that in which we invited parents or community members to attend with us we've tried to have her parents to attend and we are busy at night and it was their kids and so they I also get back from the printer Kathy and I've been working out this is something we wanted every year just basic facts about our district enrollment how many teachers on the master's degrees or tax rate on student performance activity Improvement that we make sure the facility and so it is now at the our plan is to print something like that that's similar to that every year as soon as we get usually look mid-to-late October from the state or school ratings back you can't really push it earlier because to put in there but we hope to have it a lot sooner than Jay okay he never talked about her March 2nd a movie down to discussion items we on Center Road tonight wrestler but I my mind is the school choice voucher I'm sure you had a lot of people contact you get something like to know your position on that and I know you're right about that but how about my district in some of your thinking around back you better understand where I will Begin by Andre synthesis and Farms up most my career and egg all of my fi that weak moment in 2009 I agreed to run for County supervisor in the Haskell County and I said yes and that got me into this by Tamara career involvement in public policy and thereafter actually less than two years or supervisors after the redistricting process of 2011 Challenger of the Irish Senate and so I did that and I asked her for 10 years and sent it oldest reporting which one start your your party today I had one Township in Marion County Florida border and about half Wapello County so that's what I disregard her percent of the last 10 years this year obviously everything changed because I was thrown in with the fellow Republican senator who just joined a year ago for retirement from the Sun and I do do my circumstances and retired before I retired so I can get into that if you wish so I did Run for the new Senate District 9 the western part of mass the county of Marion but there's a knockout of Marion County Knoxville and area is not in my district now I apologize so I've learned learned a lot about Jasper County in a very similar to Mahaska at the Marriott in the sense that we have mid-size county seat so you know the people that Gayatri something great I serve all 10 years on the area code for committing in the natural resource environment what are the natural resources committee for years sometime ago and I've been on transportation and education committee but what's new this year is that and I'm sure some of you were represented by Amy Sinclair I think some of you might have energy is but she is the new center present so that open German shepherd Jack asked me to to heavy workload but change that now obviously the governor or a week ago tomorrow night introduced what being called the school choice band flyer disclosure I worked on some form of school choice enhancing School Joyce the last 7 years in the Senate Governor made it an issue last year in campaign Running Center she ran right she ran have and she want her election by nearly 20% so as I expected that involving the governor this year fancier than the one we dealt with him I'm supportive of it as with any legislation there especially something has major and his is this what I do the exact same thing now but I would do a lot of the similar thing and I'm not in my role going to church ain't got her in any way shape or form supportive of her plan and we'll just have to see how it works out through the legislative process morning I had a fellow Senator call me Northern Iowa a good friend of mine and and he had about three questions we talked to you and that's going on across the state right now representatives and senators are are talking to each other or talking to their constituents like meeting someone for talking to school board do I that's where we're at today I will tell you process wise the school Governor's School Choice Bill we had a five-person subcommittee which is the first step in the process is it I'll have to pass up normally subcommittees are three Saturday to his majority party in one of the Dorney Park this case we can make it at 5 for Saturday we did that just bring more people we had that truck Committee hearing last Thursday afternoon room 319 was packed and the hallway be packed and yet people online as you might expect. any more than we have in the old courtroom the house will be holding a public hearing on this thing bill so the house has the bill the Senate has the bill and we're going to the process I do think it will happen quickly and despite what you may hear that's not until we've been having this discussion at one level or another so we'll work through that process 30 quickly explain what the bill does or do and that we'd also kind of let you know are you representing pcmi you know when your support in what are your thoughts about how that might impact is actually for the first time in history it's going to make State taxpayer funding available to family that choose to send their children to private school that's the number last year was $7,514 I think that's a pupil, that's what we haven't got last year for Bay State funding as a property tax not a federal money none of this is about the state per-pupil ain't that the state provides all students via public school this will enable our families and send their children to private schools access to that money in what's called an education savings account you can call me gran the term the governor using an education savings account and I know that you're all right I understand but it's different than a voucher in that it can be used for more than just tuition it can be used for online learning it can be used for tutoring a special situation for parents that what you need for special situations so it's more expensive than get the voucher it will be finding taxpayer-funded he's going to move on just the way school late is now and the number to working number now is $7,598 per student that's the working number for PCM people stay dating you again that money would be made available those parents would have to apply for that I do remember just the timetable they would have to apply for that I think by June or something and let it go so it'll be administered by a third-party administrator Trader the state will send money directly to those burns the state will send it to this third party administrator when I have to get the weed on that is Empire Prairie City Monroe it'll impact you as much as anybody probably in the sent you already have a lot of exhibit I assume that your resident population has answer either open to rolled and then probably school or more notably into a private school Christian School I'm sure you have, Christian students in your District this would make a parent have a great day going to help with their wicked God's right because it's a it will only impact you if a student now would be peace yam and go to a private school because they're financially able to buy the way the governor's poll goal is to make a wide array of Education opportunities available to call Fam there are those who can afford a private education there are those that can't so this is trying to evade a road those parents that can access them they think that's the right choice for them so you could conceivably have student opener you know what is open and rolling right if it's going to another public school this is just like open enrollment it would be allowed to that makes sense the other impact it would have on PC on yeah it is we are just talking about the bucket of money 270 that the people write all other finding that PCM gets lured in Maine what would would stay the same for that stupid even though that shouldn't would be here any longer your your phone find your property taxes all those things your route 88 funding all that sort of thing would be available yet to be cm categorical what I'm talking about the governor's plan calls for the categorical part of State funding side from the 7500 now to the residence School. that number right now that working number 1200 $5 for two four-year what that mean is it you have chance didn't say and I have no idea what the number say you have tents bcn School District to go to powder Creek you will get $12,050 income into your budget is you're going to you're going to capture this categorical they don't go with this hope that makes sense I'll try to answer questions on that so I don't know the interesting thing I don't know your demographics well enough to have 1,200 students I have no idea how many open and roll out or go to private school now so you guys can do the math on that has the first meaning that other words so that would be you're expecting that was greatly going here now we are already have going to snow but we would anticipate that might consider going and again it so you got through a process under $25,000 that's offset by the 1205 you and you know how many in your District so what the money goes to the private school will private schools have to pay the senator work all public school districts do you know Robert got there when I go through to Robert represent us do that so my question is is that money is coming through then should they not have to pay that as well and remember it $500,000 I mean go to preciate the aea services are very different and the other one is you know and I'm sure you've heard this a lot is there's a lot of requirements and licensure requirements report reporting on her iPad or would think you take that money be required to report out there for forming stores like ours are and have them be graded by the state or by Third parties is are the certification process or probably not so I think there's every reason to be. That's not that's a distinction without a difference I think that and verify your exceptional and that are student performance a few other factors and then that goes out into the public or private school that accept these funds have to do the same have you thought about that you're not doing Wild Bill's the difference set my feet I guess my concern but not trying to get all worked up and I usually can but I do need you to know that if they're going to take the money and and I am a supporter of I want to make it really clear I am a supporter of pair a strong supporter of parent involvement in education that is not what this is about to be active and engaged with what we're doing but but but but it's all the same rules for using the same write using same money you got $17,000 per student than 7,000 want you know what it's the largest of its 75 or whatever it is that's the largest chunk of it and so that would be my concern to the committee is I want parents choose and I want parents to be involved but it's public money and they're not following the same timeline that I find that kind of crazy are you familiar with the Iowa tuition Grant follow the same everything has the reason Universe season 2 well I don't I don't know that I don't get it reads on that they don't know there's different sections by the state or by a third-party that's never been an issue that's about no what what I'm hearing I'm hearing it. There's lower standards there than there is so they might have a standard but it doesn't mean their teachers. she's all of these the Iowa Core into reporting out where we could Computer Science and Industry macaroni and and yeah I guess the all even gation Darren and I've been questioned the teacher qualifications of not been question I don't consider that a well consider that a valid concern there's not much more freedom to send their children where they likes they don't have to take every child that wants to go there either and we don't understand that I just don't understand from the 70s categorical I do have a question my age or a little bit when I was a senior in high school or student parents put that on themselves they wanted that they stated the fundraising they started a change from a student school for special needs kids to a location when I was on COC board in the early nineties we still we're still working with the school district West Pella Christian to provide special needs services to allow them to do you know where that stands today I think they still have a drink but we program again if there are private schools are more than willing more than ready to take on those two last year. required 50% of the esa recipients to bitp we're not sleeping I was under the rug but the way our and as long as the funding would be available and they can make the Staffing in the ND private school private schools that's a that's a function of what is Silesia and the ability to provide answers none of them are very willing to take a specialty binding they won't do it right do you know how big the special need Vitamin D is in Iowa special education budget special education cost of services or a student that got an idea that used to go to I am not sure we're tracking here but it's probably biggest concern as there seems to be so many unknown so many I'm not quite sure yet I just do their own will that I would love to have that their independently accredited with a Christian Schools International that process includes conducting a self-study and riding the school Improvement plan okay well I could do that to mean I'm just thinking I have to submit our school how to make sure all our staff are certified in the fall bed there's tons of components that we do for it to be accredited and prove that I would love to do a self study and write up and her 10 years I worked on trying to Bill knock down those regulatory or barriers that cost you money and time arag Bill 3 years ago tried to cut down those that number of Osha had to go through I have work with the governor himself is going to have a dreg bill this year you got to rewrite chapter 12 which regulates a lot of this so we're not deaf to that I don't want I'm not arguing with you about that I don't like you know I don't get it like you do but is there selling stuff for doing that the other part of this bill is the categorical and the third one is down in gifted that bothers me but instead you was a school board will have the discretion to use the those categorical for what they now are you or or you could use at the salary so so basically for the cost of the money that we would lose but in the end then we lose instructional coaches that have been game changers well because it it's not touched I got taken off the table was not life by the way that was something that is off to the side won't be fun I'm not understanding this right now Transportation cost or current Transportation costs to Fantasy currently station God's Talent at the customer and we aren't I don't think we're quite there yet we're trying to equalize that so that your students in a small world we don't have to spend eternity spend $1,000 to get that kid so that is who is another I guess off to the side for me and I wasn't around when they went when they started doing that I've never got a long history before I figure for income fat and 301% of poverty for the first two years and I'm sure they're thinking went into that family of 4 at 20% and whatever that is not heard 11000 Bible and then she's taking The Lemon Song do you I'm not going to torpedo to that but there's a long and hard discussions about that from what I can read the first two years no no currently enrolled in private school kindergarteners no no that was last year's well that's fine I know what the governor bill says there and those students in private schools we are here. I agree 10% all students that are below the 300% per year 10 students under Porter but in but all new students that are I I don't know right off my hat I would think the same income I don't know for sure I would think they apply but I can't say that I don't know that's a detail when I haven't well that's the terminology that summer using this is not a new issue this has been around forever and the governor made it a can Central campaign issue this is not a new thing don't worry I get the email so I know what the union talking points are either but I know him better use it because I've seen it a thousand times so no rush that's what the legislative process is about his hash out some of the details and they will be don't worry unless the amazing thing about that place all eyes are on everything you do every point of view is heard I may be stumped question night that's fine. I guarantee it and somebody who's working on that you should know more god dammit you should know more you get paid to represent us you get paid to represent Public School. calendar so the board have more questions and my online or what good morning what are your options online school tutoring educational opportunities that may fit for event I mean obviously the big one is right what they're choosing to educate your kids basically anything but Public School the choices are not public but not home schooling what's another the last concern I have I just want to grab it here to make sure I'm not but I was recently made aware of that they're trying to remove all bills through the education committees from the ways and means we heard. We get it up here so I can read it it's in the house but I wondered if you knew you knew why were you doing that it makes me so I don't quite understand why we would exactly add it up and then I lost it I was trying to grab numbers for the number of kids that actually attend a private school in your three those are sitting here would really understand the financial impact that we anticipate 115 but your 30 would be tremendous on our district and so I think that's another concern that I have is I wouldn't know what to say I don't have a solid number we have 25 kids are we going to park right qualifications ramp up or down over your perspective what's the hours of LA Fitness student start right away so this is what I've had to listen the house thing but I just didn't know if you had heard about it that they're proposing a rule change exempt bills assigned to the education reform committee during the 23 regular session of the general assembly and any special session taking place prior to 2024 the regular General Session Ways and Means Committee what do to me I mean why would we if you didn't really want and don't understand again I guess the concern from from my perspective is this passage of the school choice I think there's a lot of components to be studying but what we see would have a significant find impact on our school district and our school district is the leader of leaving employer in Prairie City of Monroe the people we have a lot of students that come back this money in your 3 comes out a program where it comes from the States paying all that VCR yeah I talk to about right up front about it impact BC know about a potential you said 16 25 and then there's a bit of an eye said that b x 100,000 yeah I get that but ultimately was driving this Michelle and and everybody ultimately education is not about me and I can get it that if you want I see the hand shaking back there don't worry I know I know I know there are but now I Michelle Knight did there's no that's the total sum impact to isyana it is whatever students you would lose that would now go to a private Google Ben Armstrong offset by some income for those that currently going we would then be forced to use it the back teachers wouldn't get critical professional development we would lose our teacher leadership program if we chose to leave I can sit here all night long to do with it I am I am a wee bit frustrated that you are a representative now and and and yet you start off the gate and staying straight up and supported you supported it you're moving it Forward Charlie imagine senator her District Which towns massive but the majority support Jess who who are you representing you want to count my email I guess because because the Santa man out there is not what you think it is as I said earlier the governor ran front and center on this entry the governor one overwhelming but this is going to be as devastating to the public school at you're being led to believe I seen all the Talking Points I seen him for years I know who what stars of the talking points ideas Etsy onion and so you know I'm going to I'm sorry that's insulting when you see him five hundred times the same thing space and you can get a pretty good idea well you would board meeting to do tonight people are you still are you from no no idea what's going on so after talking about you earlier every school district school district in the state is required to report on anything from that's worse like I said that's what you thought about was talking about household incomes over below a certain amount there's there's multiple if this bill passes private school please research that please be on that talk about this seems to have taken their kids to you down for example which if you would cost and their tuition rates and 12776 if you're not but you're somebody who sees somebody that sings A where you'd like to go Kris and accessibility for the students who are underprivileged so to speak because they're going to come up with at least $5,000 give or take our money students a bad and a household that make that certainly but here's the thing we're talking about household income single mother of one or two am I going to be able to part with $5,000 every year to be able to have my kids at school if that live on $2,000. I don't know what you know what we're looking at their but that's not helping back now I will give you this almost a year Grade School address From Grace kalawe High School I believe that our Christmas you'll get out they had a post on their website this morning okay so again trying to make me mad is that different for somebody's underprivileged you know the whole thing that you done around the house you're talking about is being able to access access I don't believe people from lower-income families I'll give you that and the other thing I know for a fact because of small Landscaping income wise this is not there right it's not even comparable to a special ed teacher beer West Des Moines they all that per paycheck comes to my some more in there inside out in Catholic where they provide all specialized services or split more than likely waited that you mentioned you think about kids that need a service Moore over and you might have to split an atom what we got here 10 years or under finding in my opinion because that's the one that everybody's talking about lines what is this 2010 years that started in 1973 there's only 6 years prior 2010 responding would wear that funding increase was Latin since 2010 we've had one year where was over 3% you know if we start at 2010 in every school is giving a $100 I mean $100 to spend he's rising at 3% because that's a standard Center living rates of any company would you agree 3% what's the weather right now we've seen percent 2011 01 2012 2% 2013-2014 4% which is the one year olds about 3in 2015 2016 2017 you keep raising the exponentially what happens is your fun from $100 increase $227.87 so why are we not talking about being able to fund Public Schools appropriately so we can do the job that we should be able to do because I was thinking where we at now definitely not where we want to be I can tell you that much Roxy 2.6 and spending 20th and Spa you know what the total cost the taxpayer it was $5,440 you like it off that's why I'm going to put $40 1993 3336 that's what I see no I think what your body not including is all costs I'm talking now about brick-and-mortar the money taxpayers been trying to get in and I'll stick with my number because it came in the Iowa Department in the US Department of Education State education number and put that $5,440 bill theater in 1993 and see what it comes up you'll come up $4,000 under where you're at where we're at today so I heard all the smoke and mirrors before I got rid numbers on education funding everybody's measured not a single private school on there you guys are have a lot of fun with that Bravo for you I chaired the natural resources committee for four years now sentence I mean I know whatever your panel to your dear family are all the details you don't seem to understand and we don't dig into all the nuts and bolts of this or people that do that you're being represented by people that do that all the time they are at the castle so you want to if you want to play that game that you can ask me a question knock yourself out I'm not ashamed to admit I don't know every detail of school fun very simple most parents, can we get there you Republican yes I don't know music yep she won and here's my problem I think there is when you look at this specific issue I think there's a lot more people more concerned about socialist issues coming in and things are going on the go I say I'm independent I know it doesn't appear like it what is it with how angry passionate about this topic you but this is the most important investment we can make in the state is education I don't feel like in the past 10 years that's in the case and I think that we are 4 something over here we don't have a measuring stick because I mean the school has been out since wet 2016 there's no data from any of the private schools in the entire state the superintendent she has a Target that she can see that's my main concern that I want to say come up here you test on something and it's the elephant in the room guys I know that if all schools were like PC out and most of the girls schools that I've represented we wouldn't be here talking about this tonight in public education there would not be school choice Bell but the truth is folks and I hate it when you get pain in the same brush but the truth is there are some egregious things going on in some of our public schools and this as an impact on Olive it's no different than the student in the room they can't behave himself and oil things for the rest of the kids at the same time that's an unnecessary comments in let's talk about this all night you want to take the time to mow the what's going on some of our public schools has got parents around the state and rage do you understand that and and and those of you that aren't doing this till they stop should be pushing back against those that are because it is impacting you directly or indirectly you know what Linn-Mar transgender policy is for the kids are forced to go to Linn-Mar School you know what's going on in Bettendorf right now with two trans kids no money I don't know reading logs and not sure if I'm understanding so the first question tell me $500 no ccny understand that the recipient of several is right sure okay so why why why are we using same argument for the schools now. You seem identical concept is cesium 1075 do persons that come in open enroll in after the counting my second question is I don't think that they can sustain the influx of Tony's kids plus probably Mahaska County and I think a lot of them send their kids to those school or a smaller setting is a wants to become that's not it's not been the case in other states that have done the same thing I don't if I was in a meeting and I was scampered in a school district Arnie idle in the world City we're focusing on why aren't you guys supposed to be on a city like City education in the Gilbert School District is is Rhonda can't take anymore but any parents some of them are desperate to get their kids out of that school and then if you don't know why I just thought of what they did like I don't know why do they have black lives add a week at the school where they focus on who plays for parents for social issues variety of a lot of our social issue is that were some cool thing go faster way the amount of goals that are having a problem problem got to study but we all know what I mean I don't know let's do you guys every year but a lot of things though wouldn't put that on the profile of life let me know what's going on around and we know that you're doing a great job but then we're address to guess you can say there's no problem you're addressing it without a fourteen-year-old boy being in there they've got or somewhere else parents that don't like that if I didn't understand that other options are available Amazon Ames doesn't have that up totally maxed out there people that can take their open enrollment route me to ask me another question presently I can tell you what consuming task it is all I ask I'm going to quote Senator Sinclair 2017 she quoted the taxi so if we're going to use taxpayer money for private schools mostly Christian Schools do we attack Bears going to see the potato do we get electrical board for those who do we get a light breakfast edited if you're taking our money we should have a seat at the table but then I'd that's why I asked about the weather in g.i. bill this is Elementary School basic schools are required by law we have to send their kids to correct anyone dispute that in this room taking taxpayer money the taxpayer deserves a seat at the table not agree with that statement I do then we should have a seat at Pella Christian table saying no more than you need to see that Cedric call you stable what would you have a seat at the college's table at Iowa State supported region all these are either that is. That's completely different we have a seat at those colleges people that's the point, if you're going to take public money and fun private entities need to service a well if you're going to take money you should have to do this you should have to do that she should have told you she have to meet these basic standards that every other and it even does the same job and then you have the same result and that's why some people want other options they have other options so we do have options then your friend is a telling me that you stop I don't even know who I am what's an angry saying that they will not be elected her money is all of our money I paid $8,000 to your card reader app this is where we differ on a horrible names my district Dragon Quest is in 2021 the state legislature said that police are a a vital service and you can't be fun they stopped all cities from the funding why then are you prepared to be fun we're not Defending Your Body we are not you finding the public school to another private school just like we do find with open enrollment from Southeast Polk to PC and then my last question is, are you prepared to violate in your fridge can you subsidize private schools that are Christian Catholic muslimthicc Panic or God forbid I'm an atheist I don't want by public tax dollars going to subsidize somebody else argument is old I mean that's not what we're doing here because then you can't you can't do anything you know you what about Medicaid what about snaptron goes you're the money ghost grocery don't tell you where to buy groceries with SNAP button so I know somebody else thank you everybody the way you want to push this through and I know the governor made it going and paying for them but I'd like to take the time to think about what why do I hope this wasn't just the part and Wednesday and beer and I just don't feel well I appreciate it do the process like every other bill that we passed and I will do you know if the question about who you represent I hear that 1000 times a year because of people that disagree with me say that there's a red button for now and he's a green by 3s there's no new ones there and when people ask me if I'm representing my constituents usually probably half of them think I am at her so there's a lot of ways to judge that I talked to a lot of people go to never chance a chance to meet the virus Chadwick knows I never will but but you get a feel for it and I understand that this isn't this the wrong way there's a lot of people there. I'm going to ask you I guess it's a blast though I have children that are locked into school trampling over the students right in the balance right they brought that on themselves this on themselves because I have a lot of good friends Republican senator so would not go along with it I hear they wouldn't they're more than ready to go on now because they're tired of what's going on and you think I believe yeah babe they have skyrocketed more than a year out for a while you're looking at it no we have about 44,000 the year we've been like that for sure and I thought on that because I thought I had I didn't think of it I'm sorry we're running right at 2 so if we have any more added to the route we're in trouble song I'm just trying to think ahead and we have no extra buttons right now that's
